Fly Fishing for Steelhead is loads of fun. You have to decide whether you are keeping the fish or releasing it to choose the right gear.
The most popular rod used is a 10 ft 7-8 wt range for fly fishing Steelhead. You can land a good sized steelhead with a 6-7 weight, but it will take some time, and a tired fish may not survive when it is released.
If you are fly fishing for steelhead on a crowded river, you may want to use the heavier rod. It will make it easier to land the fish faster.
